But to answer your question anyway, the repository access is managed
with the debian-sponsors alioth project. So just apply for membership
there. The idea is to use this not only for DebConf sponsorship
campaigns but also for general Debian efforts. This is one reason why
it's separated from the debconf-team alioth project.
