DebConf15 organisation is rolling, and we need a space to discuss ideas and plans before they are ready to be discussed with the global team. Also, debconf-team is (and should be) currently occupied with DC14. Post DC14, most topics can be moved to dc-team, I don't think anyone has any other plans. However, even then, having a DC15 local team list will be very helpful to discuss things that are not relevant to dc-team (e.g. local arrangements, meetings on site, etc.).
