As someone who attended the last four Debcamps, 
Debcamp is where Debconf constitutes itself. 
This is not meant as purely setup stuff.
People arrive and start giving the conference it's uniq 
(and variing from year to year) spirit. 
At the end of Debcamp there is something existing, that people can join.
Again, this is not just reliable networking or finished video setup, 
it's more - one feels that something has been created.
People might decide, that this is not enough to be worth the effort,
but without Debcamp, Debconf itself will change.
