Anyway the "votes" take in consideration many elements, e.g. the costs of travel. We really check that the proposed price is sensible (and cheap). We had some people who put a (in our opinion) very high travel price. This should be taken in consideration.
Also the team should check that travel sponsorship is given only to people who really need it to attend conference. It is very difficult, but I think people will care more about this if there is a team, then a "popular vote".
The only improvement: I would forbid people who require travel sponsorship (on actual year) to join the team.
