I don't think the team will have time to validate every possible offer
or permutation, some of these things even change from day to day and
can't be checked retrospectively

I think it's reasonable to simply trust that most people will look for
the best deal using the type of discount you have described, and for
those remaining cases or those people who do buy a travel pass, then use
the proposed formula to limit the amount of re-imbursement to a fair
proportion of what they actually paid.
