There is no proposal to turn DebConf13 into something else again, I

The room configuration has been known for months. The DPL authorization
simply says that the team has to inform people accurately about the
sleeping arrangements. Why is it now necessary to highlight divisions
in wealth or deprive people who have worked hard to save money the
ability to make basic decisions about their own sleeping arrangements?
What are we trying to prove here? I thought Debian gives people freedom
(as in liberty to choose), rather than free (as in not having to pay).
