see http://wiki.debconf.org/wiki/Videoteam - basically dvswitch (apt-get into it), ffmpeg2theroa and icecast2. Plus twinpact hardware to convert vga to dv.
also check previous years videoteam pages - as we have used largely the same setup for several years, lot's of documentation is there...
