Maybe I should have made my comment more generic, I didn't mean to
suggest Virgin Islands is the correct solution, just to highlight the
range of possibilities that exist

Anyway, as for DebConf13, I believe the supplier is asking for advance
payment of money to secure the venue, regardless of what legal structure
is used
