Maybe sponsorship should automatically pay for travel insurance too,
possibly a group discount can be arranged through a broker?
If someone with sponsorship cancels for a good reason (e.g. death in the
family), the travel insurance money comes back to DebConf, and some
other lucky person gets sponsored at the last minute.
