This was always an proposal specific to DC13. The idea is not to merge
any past lists or the prohibit furture non-english localteam lists. IMO
this should be decided on a case by case basis each year.

Iff, but as with any ifs, you are never sure, so to be sure to reach
everyone you always have to crosspost unless we somhow force-subscribe
all the debconf13-localteam members to debconf-team. So yes I think it
would resolve the cross-posting headache.

Do you have an example of something that should only be on the localteam
mailinglist for DC13? And to be honest, I don't care about people
subscribed to the debconf-team list not interested in DebConf
organization. After all it's the DebConf organization team's list. So if
people uninterested unsubscribe we don't loose anything.

Redirection would be nice, but if it's technically difficult or if
others disagree I don't care much.

Yes just keep the existing archives. This also avoids breaking links.
