DebConf attendees have priority over any other person (being partner
or progeny).  We are limited in numbers at 'Le Camp': even with the
possibility of camping we could probably not accommodate more than 400
persons, and IIRC this can not be changed.

This will be investigated very soon and reported either on the wiki or
on the -team/-localteam mailing list.

I would simply propose to stop discussing here until we get real data,
which we need of two kinds: first, who takes care of this (I still
have failed to find real volunteers) and, second, where the
non-DebConf attendees can be accommodated.

Just to be clear: without lowering the value of this issue, the
localteam has more important things to do now, like starting to find
the needed money to make DebConf13 a reality, without such last thing
any kindergarten, even with volunteers, would be purely virtual ;-)
