[Debconf-team] Group photo time and place

After checking the locations available and the times, it looks like
there is no good place where to take the photo at the planned time,
The best time to take the photo is around 19:00-19:30 directly in
front of the main venue, so I would propose moving the event time to
18:45-19:00, right after the last talks of the day are done and before
dinner.
