I now hear that DIVA has made hotel bookings today, ignoring the
numbers provided and ignoring Debian's explicit instructions on which
hotels to use when.

This stupid behaviour must stop.  DIVA has signed an agreement to
follow instructions from Debian in spending money for DebConf, and
that is how we need to proceed.
