I think this can be left to chance. I do not think the difference
between having zero or one roommates is large enough to make a
difference - I'd ask, of course, to the people travelling in couple to
request to be assigned to the same room with double bed, as always,
and if we still have such rooms left we can just assign them basically
at random. I doubt anybody will complain.
