I think this probably isn't a great idea.

My cynical imagination suggests that we will be paying the travel
agent's salary while they do this, that the additional communication
workload for the sponsorship people *will* make it a nightmare, and that
problems occurring as a miscommunication will be blamed on the (now
totally overworked) sponsorship team and (now reclassified as useless)
travel agent for failing the clairvoyance test.

While there are travel agents around who can do as you say I have found
them to be extremely rare, possibly because they are often paid on
commission.  I would also be surprised if they can do it for clients
from all over the world - they will inevitably specialise on the needs
of clients who are most likely to walk in the door.
