Thanks for following up with this information! Given that the
delegation was revoked, I'm now closing this bug report.

Agreed, and the debconf-team people who attended the "debian vs debconf"
BoF should already know that I'm positive about that. I guess the issue
now is identifying the candidates for the delegation; it should probably
be postponed to the "debian vs debconf" discussion which is planned for
September.
