(you are right, this page isn't current - last real edit was Feb 6th
and local talk people have made up a different plan, see the DebConf10
page for some new links, but not sure if everything is on the wiki
anymore)

I can definitely see where this is coming from, and it makes it much
easier.  While I think that this is now the way to go (for practical
reasons), it's a bit different from my first inspiration for this.
The first inspiration was to get team leaders to gather people they
know and encourage them to give sets of interesting, related talks.

Given the late timeframe, I don't think this is realistic anymore and
agree that forming tracks based on what is submitted sounds like a
better idea new...
