Of course there will still be an uncertainty about the size of talk
rooms etc. needed, but I'd agree that setting a limit on the number of
sponsored food/accommodation places is reasonable. (We obviously need
to let people know as early as possible if they are being sponsored or
not, but even without a planned limit there's a chance we might find we
don't have enough money for everyone.)

Yes -- more people will take up this option if there's a bigger
difference between it and the 'free' accommodation, and probably also
more will take it if they know there's a planned limit on how many
people will be sponsored.

is right, then at DebConf7 we only had about 170 people in sponsored
accommodation, out of about 400 attendees.

Yeah -- we hoped to do that last year but didn't manage to get it
arranged in time.
