This timeframe is really nothing new. The debconf team has commited on it 
almost a year ago after DebConf6, so that the localteam holding Debconf has a 
lot time to prepare stuff in advance. The earlier a venue is choosen, the 
more time you have to prepare the venue and the event.

Also we'll select a backup location, so in case something happens to the 
choosen location we have another place to go.

And of course we will take the distance in time into consideration when making 
the decision, we cant and we wont expect hard quotes on costs, for example.
But you should still be able to give more than a general idea :)
