Bug#781394: error on registration should result in a clear message at top of page with pointer to problems below

We had a report that errors on registration are not visible enough for
the people who register. As somebody who registers for the first time
has no idea what the "success" page looks like, the "failure page"
should be clearer about this.

Ideally, a text like "Your registration was not successful, please see
below for the issue(s)" should be displayed at the top of the page if
registration is unsuccessful due to a mandatory field being empty or (in
this case) somebody trying to register as DD via alioth SSO.
