Municipality of Kiruna in north of Sweden houses about 1800 persons and
covers an area of about 16 square km. About 1.14/sq.km

persons. This boils down to 224/sqkm.

Yes; country vs. municipality. On the trivia note Kiruna was the largest
municipality in the world (areawise ofc) 1948 - 1968 when Mount Isa,
Queensland, Australia was given municipality status (or similar).
