It was also the 11th counter today, I just so happened to confirm it :)
I've no idea why they sequestered these countries to a single counter,
but the waiting line seemed to be of the same size as the rest
(four people were before me and it took less than ten minutes).
I should also probably mention that there I saw 4 ATMs visible from the
waiting line for the said counter, and 2 more down at the ground floor,
and there could be more in other parts of the terminal where I didn't
bother to look. They are all pretty much plastered with signs advertizing
the interbank networks they connect to.
