JFTR there's numerous ATMs at fairly prominent places at all Zagreb
transport facilities (air, bus, train). I remember using those in the
main halls of the airport and the train station, you can't miss them.

Mind, one or both of the banks involved in the transaction will likely
charge you a fee. Also, all ATMs have a minimum banknote which is usually
not the minimum possible, in .hr it's usually 100 HRK.
