To clarify further, as Gunnar's message wasn't initially clear to me,
there were two non-bugs here:
(a) it is/was already possible to pick the 23rd as an arrival day
without signing up for DebCamp (some people thought it wasn't, but
this was a mistake)
(b) if you pick the 23rd as an arrival day, you can't sign up for
DebCamp -- now that the 23rd is a recognised arrival day for DebConf,
Penta doesn't count it as part of DebCamp, so this is not a bug,
although it might surprise people
