Dont imply we could just go and have it "yay, tracks, we have them
enabled now". We already use tracks, just not in the way MJ wants
em. (We use them as DebConf/DebCamp).
So adding tracks in the way its wanted *does* require code changes.

It seems to me that the account creation step could be fully automated:
checking the box "approved by DAM" could trigger an insert into the LDAP
database thereby creating the account.
