This is not true.

One empty "multi-session" takes less than 1/1000th of the total DVD size.

What might be referenced here is that it appears that a multisession may not start at an offset greater than 4GB, so you only get access to >4GB if you start a session at less than 4GB and put whatever else will fit in "one last session."
