Why don't you do it?

If the size is not equal, then either your 
burn program did not do what you like (so use cdrecord instead)
or the drive has bad firmware.

Note that the real sector size of a DVD is 32k and 
that non broken formware should be able to correctly handle
TOC entries in 2k units.
