New Delegation: Debian Build Administration Delegates



Dear Debian Developers

Per Debian constitution section 8, I hereby appoint the following
developers as the Debian Build Administration Delegates:

  - Aurelien Jarno <aurel32>
  - Philipp Kern <pkern>

This is a new delegation.  The delegation is not time-limited and will
be effective until changes by present or future Project Leaders.

Task description
----------------

Debian Build Administration members handle the infrastructure to build the
official packages that are published by the project. They are responsible for
tasks including:

* Maintaining infrastructure that coordinates the building of official
  packages, in a priority order that serves the project.

* Publishing the build logs of built packages.

* Maintaining the access permissions for (re-)scheduling builds.

* Ensuring the proper operation of build software on top of machines
  maintained by the Debian System Administrators. These builders deliver
  package artifacts to the archive and build logs to a central
  collector.

* Creation and rotation of per-host package signing keys.

* Responsible for determining and maintaining the parameters of the
  environment in which official binary packages are built.

Debian Build Administration is hosted with the Debian System Administrators
(DSA) on Debian infrastructure.
