New Delegation: tag2upload delegates



Dear Debian Developers

Per Debian constitution section 8, I hereby appoint the following
developers as the tag2upload Delegates:

  - Sean Whitton <spwhitton>
  - Ian Jackson <iwj>

This is a new delegation.  The delegation is not time-limited and will
be effective until changes by present or future Project Leaders.


Task description
----------------

tag2upload allows DDs and DMs to upload simply by using the
git-debpush(1) script to push a signed git tag.  The tag2upload
Delegates oversee and maintain the tag2upload system.  The Delegates are
responsible for tasks that include:

- Running the central tag2upload services, including the systems that
  receive git tags, convert them to Debian archive uploads and actually
  sign and upload them, and the git depository which permanently records
  and publishes git-based uploads.

- Maintaining and managing the tag2upload system design and security
  policy, including for the tag2upload services's archive signing key.
  (This key has equivalent permissions for source-only uploads to the
  Debian archive as does an uploading Debian Developer's upload signing
  key.)

- Maintaining and developing the tag2upload service software.

- Maintaining and developing the primary implementation of the
  client-side software (git-debpush).

tag2upload is hosted with the Debian System Administrators (DSA) on
Debian infrastructure.
