The Orocos Real-Time Toolkit (RTT) is not an application
in itself, but it provides the infrastructure and the
functionalities to build robotics applications in C++. The Orocos
Component Library is a set of components in libraries.

- why is this package useful/relevant? is it a dependency for another package? 

It's a complement for the orocos-rtt library. To have the complete
orocos-toolchain you need it. Also, helps to develop components with the
orocos-rtt library.

- do you use it? 

Yes, we use it at the lab where I work.

- if there are other packages providing similar functionality, how does it

ROS is another framework.

- how do you plan to maintain it? inside a packaging team?
