But afaik all debian archs are? From the ports side qemu doesn't do
hppa, and m68k and sparc64 are probably buggy. Nothing unfixable, just
that nobody has cared enought to get them fixed :)

And for not-even-in-ports architectures debootstrap is not really
relevant.

Yes of course. If not there could be a --variant=sysvinit, but clearly
it should be possible to debootstrap without systemd.
