delegation for the FTP Masters

Dear project members,
as anticipated in the team sprint report [1], the FTP master team is
changing:

- Ansgar Burchardt, former FTP assistant, has been promoted to FTP
master. Good luck to him as well as many thanks for all his recent
work on and around dak [1]

- Torsten Werner, former FTP master, is stepping down from active
participation as team member, although he has kindly given his
availability to stay around as "FTP wizard", to help in case of
emergency --- a form of human redundancy that is more than welcome
when dealing with the archive. Many thanks to him for all his
  contributions to the team!

team members.

used to move packages across suites).

releases properly, according to the rules defined by the Release
  Managers.

- Accepting and rejecting packages that enter the NEW and byhand queues.

- Maintaining the state of packages and the archive via priority and
  section override files.

- Maintaining the software used to run the archive, namely the Debian
