Indeed, I think this specifically kicks in if no user has been created,
which is not the common case in Debian as d-i does create a user by
default.

Also please not g-i-s is already packaged (not uploaded) in pkg-gnome.
We've discussed a few times that it might be ok to upload it to Debian
as it might be useful for downstreams or special installers of Debian,
even if it's not part of the GNOME metapackage install.
