Bug#554898: Option to download .debian.tar.{gz,bz2,lzma} - src format 3.0

Currently, there is no way to just download *.debian.tar.{gz,bz2,lzma}
for source format 3.0.

apt-get source --diff-only get nothing.
apt-get source --tar-only get all tarballs including *.orig.tar.{gz,bz2,lzma}.

I think "--diff-only" should be used for this.
Or maybe add a new option "--debian-only"?
