Bug#448249: apt soname should no longer include glibc minor version
The libapt-pkg soname currently encodes the libc minor version. Libc hasn't
broken ABI compatibility since glibc 2 was introduced; changing the soname
every time the glibc minor version changes results in unnecessary rebuilds
of reverse dependencies.
The next time the apt ABI changes, please fix the soname rules to exclude
the glibc minor version number so we only have to rebuild the
reverse-dependencies for real changes.
