Bug#159640: apt: usermode "apt-get source" fails on access to /var/lib/apt/lists/*

I believe it should be normal usage for a user (as opposed to root) to
run "apt-get source". This command fails because the files
/var/lib/apt/lists/* are readable only by root. Manually changing
permission on the files allows the command to run properly. I believe
the files should be world readable by default. After all, the
information in these files come from public sources that a user can
access in other ways.
