That is better, but I'd still like to see netselect be used.

I think it is acquire::cdrom::mount and acquire::cdrom::"/cdrom/"::mount

All the other tools use apt-config to locate the apt binaries, it makes
sense to continue that.

That is what is happening, why is the text of this screen changing?
