Bug#534433: xserver-xorg: Keyboard modifier not applied to keypress

Hi Cyril

This bug is still present with the latest xorg:

ii  xserver-xorg                                    1:7.5+8

It only occurs when you try to use the pedal modifiers for the first
time after connecting the input device. After that everything works
correctly.
