No, xserver-xorg depends on xserver-common (>= 6.8.2.dfsg.1-*), which
depends on x11-common. The problem is probably that both xfree86-common and
x11-common own the /etc/X11/rgb.txt conffile. So, if the user purged
xfree86-common (which he shouldn't have done)... poof.
