You're basically asking for the maximum number of clients supported by the
X *server* to be increased.  The fact that Xlib can't force the X server to
accept more clients than the X server is configured to is not a bug in
Xlib.  (In fact, it would be a pretty easy DoS attack if it could.)

I am merging this bug with an existing one.  It is not likely to be fixed
soon, unfortunately; please see the logs of #233569.
