Bug#251611: xlibs: Most XKB operations fail, including GNOME.

For some reason, the latest xlibs package has replaced the standard
/etc/X11/xkb/types/basic file with what seems to be a X Consortium
version from '94 or something.
The result is that any program that tries to do things with XKB fails
with a BadValue error on a XKEYBOARD/XkbSetMap call, which is causing
errors all over the place. There is a whole slew of critical errors
reported on the capplets package, as well as other gnome packages that
is caused by this.
In bug #245848, there is a patch to fix this, which just returns the
file to the version from 4.3.0.dfsg.1-1 or earlier.
Please fix the package with the correct file from XFree86.
