I'm not sure what you're saying here.

Since I do not experience this problem -- and I use xterm exlcusively --
I am skeptical of your proposed solution.

What happens if you do the following as root, from a virtual console?:

# xinit /usr/bin/X11/xterm -- :1 vt8

What does the xterm look like then?
