Bug#624437: www.debian.org: Let's use GPG for uploadqueue README

I do not know where to assign ... but 
 ftp://ftp.upload.debian.org/pub/UploadQueue/README
has an example using very old PGP for PGP signiture.

Let's make example to use GPG.

I realized this since Justin found this issue for maint-guide.
maint-guide must have taken this from here.
