My whole point is that e.g., police emergency services make sure to not
solely depend on a secondary page for vital contact information...
People in a panic are not going to find it.
Please put in on http://www.debian.org/security/ in addition to
http://www.debian.org/contact lest this sound like a story from RISKS

Security support is not a “panic” matter, even less a rush one.
Information rationally explained in contact information links [0]
provides hints on what to do, check, and who contact for different
cases, hopefully avoiding anyone to loose time on non security bugs
tagged “security“ nevertheless for example ;-).
