Bug#609706: packages.debian.org: expand search for non-english package descriptions and allow non-english characters

Since there are already ten thousands of translated package descriptions[1], it would be useful to make them searchable at packages.debian.org.
Additionally the search should allow characters of different languages (characters with diacrits, chinese characters...).
