If you go to http://packages.qa.debian.org/q/qcad.html and select the
changelog entry on the right hand side (below "Other links") you see
that the latest entry mentioned is from 2006 (version 2.0.5.0-1-2)
while under "Latest news" the latest version is 2.0.5.0-1-5 from 2008.
So clearly the changelog listing is missing entries.

 Doesn't seem to be the case anymore - thus closing. There are still
enough bugs open about changelog delays so to clear things off I'm
closing some of those that don't add much to the issue.
