http://packages.debian.org/{distribution}/{package} :: "Debian-Changelog" should refer to html rather than txt version

At http://packages.debian.org/{distribution}/{package}
in the pages for particular packages "Debian-Changelog" should refer to html
rather than txt version.  It seems, that the pages for ALL packages are
affected.

e.g. in the case of http://packages.debian.org/sid/reportbug-ng

+++ fixed
