That would mean you cannot really publish the release notes on www until 
the very last few days before the release.

If you look at [1] you will see that there already a text in there 
(currently commented out) to make clear to users that they'll be using a 
draft. And IIRC we also had a very strong section (commented out in the 
final Etch version) in the release notes themselves.

Why make it harder on users than necessary to find the draft release 
notes? Why not just adapt the build infrastructure already present on 
www-master which would trigger builds as needed based on CVS commits? 
That will also have the advantage that post-release additions to the 
release notes get published automatically and promptly.

As I've mentioned in the previous mail, it is important for other teams 
such as d-cd too for their release preparations to have the draft version 
available, preferably in its normal location to avoid errors (oops, 
forgot to switch over) at release time.
