Yes to some extent for DDP. With SF.NET adding translator was a snap for
me. (Also removing them too.)

Maybe.
But in principle, GForge like system removes one bottleneck. In
volunteer project such as debian, local control is better than having
higher level interventions, if this is done securely for well defined
limited scope.
This Gforge like system was long sought option for DDP while we were not
sucessful due to lack of web building infrastructure adjustment.
You are certainly right to point out requirement of the involvement of
the current web masters. VCS chice thing is not as urgent as web page
building infrastructure issue.
Since we have no read access to www.debian.org these days, I have no
idea how it is done there.
