That already happens. Non-DDs can send mails to the list or file BRs with 
proposed changes and one of the people who have commit access will 
normally pick such suggestions up and either commit them or explain why 
not.

The problem is not with incidental suggestions, but with too few people 
looking after the website in a structural way.

If a non-DD would start working on the website in a structural way, there 
would be no problem granting him/her direct commit access.
